The suite of actions in the Government's Civil Service Renewal Plan includes a commitment to undertake a programme of Organisational Capability Reviews (OCR) of all Government Departments. The OCR process is an independent examination of the capability of Departments and Offices to achieve their objectives.
The review of the Department of Defence was carried out by a Capability Review Team from the Department of Public Expenditure and Reform, under four broad headings; Leadership; Policy-making; Delivery and Business Support. This is the seventh review under the programme.
The OCR was validated by an External Review Panel and overseen by a Steering Group of sponsoring Secretaries General from the Civil Service Management Board.
The OCR and Implementation Plan were noted by Government at the Cabinet meeting of 4th July 2022.
