Where a facility discharges trade effluent to waters, a section 4 licence is required under the Local Government (Water Pollution) Act 1977 - 1990 from the local authority.
Where a facility discharges trade effluent to a sewer network, a section 16 licence is required under the acts mentioned above from Irish Water. Section 4 licenced facilities are inspected by environmental staff to ensure compliance with licence conditions. After an inspection all facilities are issued with an inspection report.
Where there is non-compliance, this is highlighted in the report and the facility is required to submit plans for remedial works. Where there is a failure to do this or the non-compliance is ongoing, enforcement action is taken against that facility.
The EPA is responsible for licensing of larger facilities, by way of integrated pollution prevention and control (IPPC).
