Bookmakers: Certificate of Personal Fitness for Terrestrial Out of State Operators

Terrestrial bookmakers not ordinarily resident in the State must apply for a Certificate of Personal Fitness in order to operate. Revenue may only issue a Bookmaker’s Licence where the applicant holds a Certificate of Personal Fitness.
The application must be submitted to the Minister for Justice following the placement of an advertisement in two daily, national newspapers.
The advertisement and the application form must be in the format specified in the forms below. The full requirements of applicants are set out in the Betting (Amendment) Act 2015.
Remote (online) bookmakers can apply for a Certificate of Personal Fitness for a Remote (Online) Operator.
Terrestrial bookmakers ordinarily resident in the State can apply for a Certificate of Personal Fitness for a Terrestrial Irish Bookmaker.
The Certificate of Personal Fitness confirms that an individual or the relevant officer of a partnership or corporate body is a fit and proper person to hold a Bookmaker’s Licence.
Each relevant officer must obtain a certificate.
