Terrestrial Irish Bookmaker: Certificate of Personal Fitness

Terrestrial Irish bookmakers must apply for a Certificate of Personal Fitness in order to operate. Revenue may only issue a Bookmaker’s Licence where the applicant holds a Certificate of Personal Fitness.
Applications for Certificates of Personal Fitness from terrestrial operators ordinarily resident in the State must be made to a Superintendent of An Garda Síochána following the placement of an advertisement in two daily, national newspapers.
The advertisement and the application form must be in the format specified in the forms below. The full requirements of applicants are set out in the Betting (Amendment) Act 2015.
Remote (online) bookmakers can apply for a Certificate of Personal Fitness for a Remote (Online) Operator.
Terrestrial operators not resident in the State can apply for a Certificate of Personal Fitness for a Terrestrial Out of State Operator.
The Certificate of Personal Fitness confirms that an individual or the relevant officer of a partnership or corporate body is a fit and proper person to hold a Bookmaker’s Licence.
Each relevant officer must obtain a certificate.
The application form must be accompanied by the following:
- originals of the newspaper notices declaring the applicant’s intention to apply for a Certificate of Personal Fitness
- in the case of corporate bodies, an Auditor’s Certificate for the last 3 years for which they are legally obliged to submit accounts, as well as detailed accounts for the same period
- in the case of sole traders, a statement of audited accounts for the last 3 years
- information in relation to any relevant offences the applicant stands convicted of, either in the State or elsewhere (read section 6 of the Act )
- a certified copy of any current licences in the applicable category issued in the State or another EU state
