David O’Connor qualified as an architect and practiced for 27 years in private practice and local government, gaining the post of Fingal County Architect in 1995, until being appointed to a senior local authority management post in charge of Planning and Development in 2003.
He was appointed Chief Executive of Fingal County Council for the period 2006 to 2013 where he helped to facilitate structural reform, focusing on shared customer-facing services, planning strategically to capture the potential of that Council for the future, driving cost reduction in the face of the economic crisis.
Later, David served one year as director of the office dedicated to delivery of the titled the Rebuilding Ireland initiative.
He currently acts in the capacity of strategic advisor providing services to a variety of client bodies. He has acted as part of the Review Group of the operation of the Strategic Housing Development initiative by government and his advice is sought by public bodies alike in relation to appointments and assessments associated with developments to be carried out by them.
