Rosalind Carroll

Rosalind Carroll has over 20 years’ experience working in the housing sector.

She is the former Chief Executive of the Residential Tenancies Board, the State’s Regulator for the rental sector. Previous roles also include Head of Regulation of Approved Housing Bodies at the Housing Agency. Rosalind also worked in Department of Environment, Community and Local Government (now the Department of Housing, Local Government and Heritage) where she worked in the areas of housing finance, policy and delivery. She also worked in housing in Dublin City Council for a number of years.

Rosalind is currently the Chief Executive of the Personal Injuries Assessment Board (PIAB), the state agency which resolves personal injury claims without the need for litigation, so that it is better for victims of accidents but also better for society. She also sits on a number of Boards, including as a non-executive Director of an Approved Housing Body.
