Appointment of Financial Services Ombudsman Council

The Minister for Finance, Michael Noonan TD, today announced the appointment of four members of the Financial Services Ombudsman Council. These appointments arise from the expiry of the term of office of some Council members on 28 October 2016.

The appointments were made following a public competition held by the Public Appointments Service (PAS) which specifically sought candidates with expertise in the areas of consumer protection issues, the financial services industry and the pensions industry.

The following candidates have been appointed to the Council with effect from 9th January 2017:

  • Maeve Dineen – Corporate Communications Consultant and formerly Irish Independent Business Editor. Ms Dineen will serve as Chair of the Council
  • Demott M. Jewell – Chief Executive, Consumers’ Association of Ireland (CAI)
  • Elizabeth Walsh – Solicitor
  • Don Gallagher – CEO, Health Insurance Authority

Role of Financial Services Ombudsman Council

The Financial Services Ombudsman Council is established by Section 57BC of the Central Bank Act, 1942 (as amended). The functions of the Council include prescribing guidelines under which the Financial Services Ombudsman is to operate, to determine levies and charges payable for the performance of the Financial Services Ombudsman, to appoint the Financial Services Ombudsman, to keep under review the efficiency and effectiveness of the Bureau and to advise the Minister and the Financial Services Ombudsman on various matters.

The Council has no role with respect to how the Financial Services Ombudsman deals with complaints submitted to him.

The Council will be:

  • Elizabeth Walsh
  • Don Gallagher
  • Valerie Bowens
  • Ken Murnaghan
  • Deborah Reidy

Legislation to amalgamation of the Financial Service Ombudsman and the Pensions Ombudsman is currently before the Houses of the Oireachtas.
