Minister Donohoe announces Tax Appeals Commission recruitment campaign

The Minister for Finance, Paschal Donohoe T.D., has today (Friday) announced the commencement of a recruitment campaign to fill 4 new Tier 3 Appeal Commissioner roles at the Tax Appeals Commission (TAC).

It has become clear since the establishment of the TAC that there is a wide range in both the complexity and quantum of matters appealed to the TAC, from disputes of vehicle valuations for VRT purposes to complex corporation tax assessments of hundreds of millions of euro.

Minister Donohoe has approved the introduction of a new four-tiered structure of Appeal Commissioners, expanding on the existing system of Appeal Commissioners and Temporary Appeal Commissioners which has been in place to date.

This new tiered system of Appeal Commissioners will reflect the actuality of the case load the TAC receives, and will provide a more efficient and cost-effective appeals service for taxpayers.

Speaking today, Minister Donohoe said:

“An efficient and effective tax appeals process is an essential element to any functioning tax system. Efficient and fair administration of the tax system, both by Revenue authorities and by appeals bodies, are key factors in supporting businesses and ensuring broad-based compliance with tax legislation.”

  • The Tax Appeals Commission (TAC) has grown from an office of just 2 Commissioners and 4 staff in 2016, to 6.5 FTE Commissioners and 27 staff during 2021. The TAC is a modern, innovative workplace with newly upgraded IT infrastructure and is fully equipped to conduct remote hearings and use digitised documentation.
  • Following the conclusion of the contracts of 2.5 FTE Temporary Appeal Commissioners in 2021, this process seeks to appoint a further 4 Temporary Appeal Commissioners to the TAC, increasing Commissioner numbers to 8.
  • The successful candidates will be appointed for a term of four years. The competition is being conducted on behalf of the Department of Finance by Mazars.
