Performance Budgeting

Performance reporting was first introduced in Ireland in 2012 as part of a suite of reforms to the public expenditure framework.

Each year, as part of the Revised Estimated Volume for the Public Service, each government department sets out performance and equality targets for the forthcoming year. This includes output metrics directly relating to the activity being funded by a particular programme or policy, and outcome metrics, which measure any changes in the ultimate objective or goal that this activity is designed to bring about.

Reporting on the delivery of these outputs and outcomes is done through the annual publication of the Public Service Performance Report (PSPR). This provides a comprehensive account of how each department performed against performance targets set in the REV for the previous year and the impact of these outcomes. The PSPR is collated by the Department of Public Expenditure, NDP Delivery and Reform on an annual basis.
