Protected Disclosures (Whistleblowers): List of prescribed persons

Whistleblowers who report relevant wrongdoing to a prescribed person are protected from retaliation by the Protected Disclosures Act 2014.

The Minister for Public Expenditure, NDP Delivery and Reform signed the Protected Disclosures Act 2014 (Disclosure to Prescribed Persons) (Amendment) Order 2023 in October 2023. Each person listed is prescribed to be the recipient of disclosures of relevant wrongdoings falling within the description of matters specified in column (3) of the Schedule in relation to the person.

If you decide to report to a prescribed person rather than your employer you must make sure that you choose the right person or body for your issue. For example, if you are reporting a breach of data protection law, you should contact the Data Protection Commission.

Below is a list of prescribed persons you can make a protected disclosure to and a description of the matters you can report to them.

Persons who wish to report wrongdoing can also contact the Speak Up Helpline operated by Transparency International Ireland for advice on making a Protected Disclosure.
