This paper focuses on the problem of cost variance in the management of large-scale infrastructure projects, both internationally and across multiple sectors. The paper compiles a database of international and Irish capital investment projects and uses this to inform the likelihood and size of cost overruns in this context. The paper then applies this analysis to planned healthcare projects within the National Development Plan 2018 – 2027.

This paper highlights the increase in expenditure on social care services for people with a disability from 2015 to 2020 and analyses the levels of service provision and changes in services over this period. An Overview of the Irish Housing Market and Policy
The Irish housing market has been characterised by increasing input/output prices in recent years, undermining the capacity of households to attain homeownership and the viability/supply of development in the rental sector. Various and often interrelated, systemic factors drive this phenomenon. This paper provides a broad overview and discussion of these factors. Data on Government expenditure on housing is analysed and a trend of pro-cyclical capital spending is observed. The paper considers international approaches to housing policy that may provide insights for addressing the current housing shortage domestically.
