Minister Donohoe publishes the 2023 Public Service Performance Report (PSPR)

The Minister for Public Expenditure, NDP Delivery and Reform, Paschal Donohoe, has today (17 June 2024) published the Public Service Performance Report for 2023.

The 8th annual Public Service Performance Report (PSPR) provides a comprehensive account of how each government department performed against targets set in the Revised Estimates Volume for the delivery of services in 2023. It also sets out the impact these services had on the outcomes they are intended to improve.

Speaking today, Minister Donohoe said:

“Today we publish the Public Service Performance Report for 2023. This is the 8th annual Public Service Performance Report and it looks at capturing the performance of each department as part of the Budget process in 2023, the report is a comprehensive overview of the delivery of services across all sectors. Each year we talk extensively about the expenditure figures allocated to each sector, but it is also crucial for my department to look at the activities that were undertaken as a result of this funding and to assess the positive impacts public services are having.”

The Report published today has been redesigned for ease of reference and this year includes Green Budgeting metrics, alongside Performance and Equality Budgeting metrics. The metrics outline the delivered activities undertaken in 2023 with the funding allocation for that year, and the impacts/ outcomes of such measures. These are placed alongside the proposed delivery commitments that had been outlined at the beginning of 2023, allowing a clear comparison of delivery against commitments.

This detailed departmental-level breakdown is supplemented by high-level overviews of the growth in public sector funding and staffing levels in support of better public services.

This is a core budgetary document that links funding allocations from Budget 2023 to the delivery and performance of public services. It is a key output of the department’s Performance Budgeting function, which is working to strengthen the management and oversight of public expenditure in an evidence-informed manner.

The Minister also said:

“The Report published today demonstrates the many successes we have had in the delivery of public services. The government is committed to continuing to deliver better public services. I encourage you to take a look at the Report and see for yourself how public funds have been invested in the areas that matter to you. Public Service Performance Report 2023.

Performance Budgeting is the systematic use of performance information to inform resource allocation decisions by strengthening the link between budget allocations and the delivery of results. Performance Budgeting provides greater transparency and accountability about the use of public funds, and facilities enhanced oversight of public expenditure by the government, the wider political system, and the public.

The overall Performance Budgeting framework developed by the Department of Public Expenditure, NDP Delivery and Reform includes a number of different strategic budgeting initiatives such as Green, Well-being, Equality and Sustainable Development Goal (SDG) Budgeting.

Performance reporting was first introduced in 2012 as part of a suite of reforms to the public expenditure framework.

The Public Service Performance Report (PSPR) is a key output of the Department of Public Expenditure, NDP Delivery and Reform each year, which provides a comprehensive account of how each department performed against targets for delivery of services, and the impact these services had on the outcomes they are intended to improve.

The Report is an important part of the Budgetary Cycle and overall Performance Budgeting framework developed by the Department of Public Expenditure, NDP Delivery and Reform.

This report reviews delivery of the targets (commitments) that were set for 2023 within the financial allocations at REV 2023.
