A technical review of the Farm Assist Scheme has been completed in line with commitments in the Programme for Government: Our Shared Future, and in the Our Rural Future, Rural Development Policy 2021-2025.
This report outlines a technical review conducted in 2021 by the Department of Social Protection (DSP) of its Farm Assist Scheme which provides support to farmers on low incomes.
The Terms of Reference for the Review are as follows:
- Review current means assessment model
- Review current earnings disregards model
- Propose new models if warranted
- Examine the number of claimants and provide a statistical breakdown of claimants
- Adopt a solution focussed approach and provide recommendations to ensure the appropriate level of support is provided by DSP to low income farmers
The review makes a number of recommendations which are contained in Section 9.
The Department of Agriculture, Food and Marine (DAFM) was consulted in the course of the Review and made a submission containing a number of recommendations. The full submission is contained in Appendix 2.
