Periodic Critical Review of the Sustainable Energy Authority of Ireland (2025)

The Code of Practice for the Governance of State Bodies (2016) requires that government departments review each non-commercial State body under their aegis at least once in every 5-year period. Such reviews are called Periodic Critical Reviews (PCRs).

The PCR is a key component of the government's oversight of State agencies and non-commercial bodies. It ensures that these organisations remain fit for purpose, deliver value for money, and continue to align with national policy priorities.

A PCR was undertaken in relation to the Sustainable Energy Authority of Ireland (SEAI).

The report provides an overview of the evolving external environment affecting SEAI and how its role has expanded in response. It evaluates SEAI's governance, organisational capacity, and performance, highlighting strengths and offering recommendations to enhance its effectiveness in achieving Ireland's energy and climate goals.
