I am extremely pleased to acknowledge the progress on the Dublin Family Courts PPP Project as it advances to the next stage in the procurement process.
As a Department our aim is to create a family justice system that works better for everyone engaging with it, but particularly for those who need additional supports and protections, such as domestic violence victims or vulnerable parents and children. The construction of a purpose-built family law courts complex at Hammond Lane is a key priority of the Courts Service and my Department under the National Development Plan.
The Dublin Family Courts Complex will be delivered by way of Public Private Partnership. This project is being procured by the National Development Finance Agency in conjunction with the OPW. The recent publication of the tender documents marks the commencement of the next stage in the procurement process following the shortlisting of candidates which was announced in November 2024.
The Dublin Family Courts Complex will be a modern, purpose-built facility where family law cases can be held in a dignified, secure and non-threatening environment, with a range of support services to hand. It has been designed and will be built with the specific needs of family law court users in mind.
Subject to successful completion of the procurement process current timescales envisage that construction will commence in early 2027. On completion, the Dublin Family Courts Complex will replace the existing family law facilities in central Dublin at Dolphin House, Phoenix House, Chancery Street courthouse and in the Four Courts.
