What this is about
In June 2022, Minister for Justice Helen McEntee established a Group to review the Civil Legal Aid scheme for the first time in its more than 40-year history.
The Group is required in its terms of reference to develop a comprehensive approach to consultation and engagement to inform its review of the Scheme.
This call for submissions is the first element of the consultation. It is an important opportunity for stakeholders to express their views and inform the Group’s thinking on the current scheme and its recommendations for the future.
What we are asking you to do
The Group wants to provide an opportunity for stakeholders to give their views on the Civil Legal Aid scheme. In particular, we would like to hear about the following:
- types of civil law cases
- jurisdictions covered by the scheme
- eligibility
- financial contribution
- mode of delivery
- accessibility
- awareness and assessment of the current scheme
- the future
An issues paper can be found here containing a set of questions which stakeholders are asked to consider.
What will happen to your submission
Your submissions will inform the work of the Civil Legal Aid Review Group as it considers the current scheme and its future.
Making a submission
Submissions should be made electronically by email to legalaidcivil@justice.ie
The deadline for submissions is Tuesday, 28 February 2023.

Please note that all submissions received will be subject to the provisions of the Freedom of Information Act 2014 and may also be published as part of any final reporting. Any personal data submitted as part of the consultation process will be treated in accordance with the requirements of the GDPR and the Data Protection Acts 1998 - 2018.

The Group is also developing other elements to its consultation, including gathering the views of members of the public who have applied for the scheme and those who have received legal aid and advice via it through a public consultation survey, as well as engaging with those who have unmet legal needs.
