The High Level Implementation Plan is the government’s plan for strengthening An Garda Síochána and the broader national framework for policing, security and community safety.
The Plan has been developed in cooperation with stakeholders from across the public service and, in particular, with the Department of Justice and Equality and An Garda Síochána to implement the recommendations contained in the CoFPI Report.
It is a living document - throughout the implementation process, the Policing Reform Implementation Programme Office will be reviewing and updating the Plan as required on a biannual basis and maintaining ambitious but realistic commitments, timeframes and milestones.
The plan outlines 5 workstreams and 3 enablers which will guide policing reform. Each of the recommendations in the CoFPI Report have been assigned to a workstream. The workstreams are designed to reflect the major themes emerging from the CoFPI Report. The enablers are activities which will be ongoing for the duration of the programme and are viewed as enablers for the overall success of the programme.
