Import commercial explosives

What commercial explosives are

Explosives include:

  • commercial or industrial explosives (such as detonators, boosters, detonating cord, ANFO and cartridged explosives)
  • propellants (such as shooter’s powder, black powder)
  • pyrotechnics (such as marine distress flares, industrial pyrotechnic cartridges and fireworks)

Apply to import

To apply to import conventional commercial explosives – for example, detonators, boosters or cartridged explosives – download and complete the application form at the bottom of this section.

The person responsible for the transfer must get the approval of the competent authorities of the transit Member States and Member State of origin. In all cases the approval must be securely identified.

Where the competent authority of a Member State considers that special security requirements are necessary, prior provision of all the information in the document is necessary. If none of the competent authorities involved in the transaction considers that special security requirements are necessary, only the information marked with an asterisk (*) must be provided.

In order to allow sufficient time to process the application and to make the appropriate security arrangements, a minimum of three weeks notice must be given to the competent authority.

Where security requirements apply, you must liaison with the relevant Garda authorities regarding the exact date of arrival of the explosives. The dates of departure and arrival should be specified on the form by the recipient applicant. If these dates are uncertain, or due to unforeseen circumstances, you must inform the relevant Garda authorities as soon as possible, with sufficient notice to allow security arrangements to be re-scheduled.

You must ensure that the new information is accurate and that the notification of the new dates is received and acknowledged by An Garda Síochána.
