"I welcome the Recovery and Reconstruction Plan for Gaza adopted by Arab countries. The comprehensive plan offers a realistic and sustainable path to the reconstruction of Gaza. This must be grounded in a solid political and security framework, which provides long-term peace and security for both Israelis and Palestinians.
"Ireland has consistently stressed that the governance of Gaza must involve the Palestinian Authority. The Arab initiative provides that Palestinian ownership must be a guiding principle in reconstruction efforts, and that Palestinians’ right to live in Gaza must be respected. Ireland, the EU and international partners have been clear that there can be no forced displacement of the civilian population in Gaza, nor occupation of the Strip.
"The realisation of this plan will require significant support and engagement by Arab countries and by the wider international community, including financial support. The fact that Arab countries are supporting this plan is positive in this regard. Ireland and the European Union must also respond positively to the opportunity this presents to rebuild Gaza.
"An important first step must be continuation of the ceasefire and hostage release deal. We need to see further release of hostages and the immediate resumption of much-needed humanitarian aid into Gaza. A resumption of hostilities must be avoided.
"In order to advance this vision, there needs to be a political pathway, to enable governments and donors to have the confidence to make the necessary commitments.
"Ireland will work closely with our European and regional partners to support this initiative in the period ahead."
