The National Civil Aviation Development Forum (NCADF) was launched by the Minister for Transport, Tourism and Sport Paschal Donohoe on 1st February 2016. The establishment of the Forum is one of the specific actions contained in the National Aviation Policy for Ireland which was published in August 2015 following an extensive consultation process which commenced back in December 2012.
The launch of the Forum confirms the Department of Transport, Tourism and Sport policy position to “enhance arrangements for consulting with the industry on the development of national policy and on influencing the development of EU and international policy affecting aviation in Ireland.”

The idea for the Forum arose out of the consultation process leading to the development of
the National Aviation Policy (NAP). That process was inaugurated at an open meeting
hosted by the IAA in December 2012, attended by more than 400 stakeholders representing
numerous interests in the Irish aviation sector.

NCADF Report to the Minister for Transport, Tourism and Sport and Government 2016
The report of the NCADF below contains proposals to the Minister for Transport, Tourism and Sport and Government to advance action in support of the National Aviation Policy for Ireland. The NCADF comprising senior representatives of the aviation industry, mainly at Chief Executive-level, and of a number of Government Departments and Agencies has developed a series of recommended actions with a view to making Ireland the most competitive country for aviation globally. The recommended actions span four discrete aspects of aviation namely (1) the Regulatory Framework; (2) Aircraft Leasing and Finance; (3) Aircraft Maintenance, Repair and Overhaul and related enterprises; and (4) Aviation Training, Skills and Education. Working Groups developed Position Papers on each of the four subs-sectors that provide further rationale behind the recommended actions and are published below.
In January 2017 the Government noted the report and the recommended actions of the NCADF and endorsed the continuation of the collabrative approach of the Forum. As the majority of the proposals span a number of strands of Government policy the Department of Transport, Tourism and Sport has subsequently engaged further with those departments identiifed in the report.

Ireland has been the global leader in aircraft leasing since the founding of the industry in the
1970s.
Aircraft Maintenance, Repair and Overhaul and related enterprises Working Group Position Paper
There is considerable opportunity for growth in the MRO sector, with the global aircraft fleet projected to double in the next 20 years.
Regulatory Framework Working Group Position Paper
With the objective of improving the competitiveness of Irish aviation, report back to NCADF Steering Committee with recommendations for approval re the regulatory framework in which the aviation sector operates.
Training, Skills and Education Working Group Position Paper
Ireland is ideally placed to leverage its unique position in the aviation industry by creating a pilot training infrastructure that imports jobs and investment from EU and global locations.
