Marine Surveillance Committee & Working Group (MarSur)

Marsur Terms of Reference
Lead Department: Department of Transport, Tourism & Sport
Who represents us
Maurice Mullen, Assistant Secretary General, Chair of Steering Group
Gerry Smullen, Assistant Director IRCG, Chair of Working Group
Purpose of Group
An interdepartmental Assistant Secretaries’ Working Group is considering options on development of a National Integrated Picture on Maritime Surveillance (MarSur) in conjunction with EU proposals to develop a Common Information Sharing Environment (CISE) for the EU Maritime Domain.
A MarSur Committee set up and chaired by DTTAS is coordinating the development of a position paper to address this requirement. The overarching aim is to develop a maritime information sharing and exchange system that will increase the effectiveness and cost efficiencies of Irish authorities involved in maritime surveillance, in order to contribute to sustainable and integrated development.
DTTAS also set up a MarSur Working Group to collate background material concerning stakeholder views, technical and legal issues. A key task will be to determine a format for data sharing agreements consistent with legal constraints and overall national requirements. The technical challenge will be to identify the most suitable platform for data exchange. This will include evaluation of the appropriateness of a single system versus a ‘system of systems’ approach. The system architecture required for such options is currently under discussion.
Is it ongoing or to deliver a specific outcome?
