Formerly the Economic and Financial Evaluation Unit (EFEU)

The Strategic Research and Analysis Division provides an analytical and research resource to support Divisions and Agencies of the department. The Unit’s key aim is to ensure that policy and programme development, monitoring, and evaluation are evidence based and objectives led.

The division is a constituent unit of the Irish Government Economic and Evaluation Service (IGEES), an integrated cross-government service to enhance the role of economics and value for money analysis in public policy making. The service aims to provide a coherent inter-departmental network for economics, evaluation and policy analysis with common training and support structures.

Key elements of the work of the SRAD act in support of the wider functions and operation of the Central Expenditure Evaluation Unit (CEEU) in the Department of Public Expenditure, NDP Delivery and Reform, principally in the CEEU’s exercise of expenditure oversight and promotion of best practice in the appraisal, evaluation and management of programme and project expenditure along with responsibility for implementation, with departments and agencies, of the evaluation procedures under the Public Spending Code.


Public Spending Code Compliance

The Public Spending Code (PSC) has been in force on a formal basis following Circular (13/13) issued by the Department of Public Expenditure, NDP Delivery and Reform in September 2013. It sets out a unified approach to ensure that all public funds are treated with care and that best value for money is obtained. The PSC contains a set of rules and procedures that ensure that an appropriate standard is met across the Irish public service.
