Aviation is, of its nature, an international sector. The Convention on International Civil Aviation (the Chicago Convention) adopted in 1944, established a framework of rules and best practice for the operation of civil aviation internationally, It also established the International Civil Aviation Organisation (ICAO), an agency of the United Nations charged with coordinating and regulating international air transport.
Ireland is a signatory to the Chicago Convention and the Convention was given effect in domestic law through the Air Navigation and Transport Act, 1946. At European level, we co-operate closely with the 40 other countries in the European Civil Aviation Conference (ECAC), the European regional grouping within ICAO. Ireland is also a member of the ABIS rotation group in ICAO (comprising Austria, Belgium, Netherlands, Luxembourg, Ireland, Switzerland and Portugal). The ABIS representative in the ICAO Council and the Air Navigation Commission represents the interests of all ABIS States in discussions in these bodies.
In addition to the international regulatory framework under ICAO, the European Union also has competence in relation to air transport and has adopted a significant body of aviation legislation in recent years. Ireland is also a signatory to the Eurocontrol Convention which established EUROCONTROL, the European Organisation for the Safety of Air Navigation.
