The Strategic Research and Analysis Division (SRAD) is a resource for the Department of Transport to both deliver research and to support other divisions in producing research. By doing this it makes an important contribution to the Department’s overall mission of delivering an accessible, efficient, safe and sustainable transport system which supports communities, households and businesses.

Transport Appraisal Framework (TAF)

The Transport Appraisal Framework (TAF) provides appraisal and implementation guidance that aims to promote investment in the transport system which meets the needs of society, fulfils strategic policy objectives, and delivers value for money to develop a common framework for appraising transport investments in accordance with the Public Spending Code (PSC) . Adopting a Well-being Approach to Assessing Climate Action in The Transport Sector

The paper considers the current set of performance indicators monitored by the Department of Transport in relation to climate policy and makes recommendations on how they could be amended to place a greater focus on well-being. Report can be found here.


Public Service Obligation (PSO) for public transport – expenditure drivers and impact of new fare initiatives

This paper analyses the impact of the fare initiatives introduced in recent years for Public Service Obligation (PSO) services, assessing the initiatives’ impact on passenger numbers, fare revenue, and average fares for the four main public transport operators, whilst also considering the wider issues facing the PSO in this context to aid future policy decisions. Transport Research Insights - Considering Gender in Active Travel and Public Transport

The paper provides a brief outline of gender related considerations in active travel and public transport in Ireland. It summarises some of the issues and concepts surrounding gender and transport particularly as they relate to mobility patterns and safety. The paper then discusses the concept of gender mainstreaming, which aims to incorporate gender-based analysis into all parts of policy. The paper concludes with a discussion of the Irish policy context, and some potentially useful policy interventions.
