Small Public Service Vehicles are vehicles with the capacity to carry up to eight passengers (excluding the driver) for reward, and include taxis, hackneys, wheelchair accessible vehicles, and limousines. The department has responsibility for policy oversight of the sector.

A policy review was undertaken in 2011 culminating in the publication of the Taxi Regulation Review Report 2011 which set out 46 actions for reform of the sector.

Following the Review, the Taxi Regulation Act 2013 was enacted.

The National Transport Authority is responsible for the regulation of the sector.
