Reporting obligations

This Directive applies to ships of 300 gross tonnage and upwards, unless stated otherwise.

This Directive shall not apply to:

  • Warships, naval auxiliaries and other ships owned or operated by a Member State and used for non-commercial public service.
  • Fishing vessels, traditional ships and recreational craft with a length of less than 45 metres;
  • Bunkers below 5,000 tons, ships' stores and equipment for use on board ships.

Reporting of DPG/Hazmat Cargo Information

The operator, agent or master of a ship, irrespective of its size, carrying dangerous or polluting goods and leaving a port in the State shall, at the latest at the time of departure, report details of the DPG/Hazmat Cargo onboard, refer to information below for full details of required information.

DPG/Hazmat Cargo Information Reporting

(This applies from 8th March 2022)

Web based interface submissions

The following information is required for all pre-arrivals and departure notification for ships carrying DPG/Hazmat cargo:

  • DPG/Hazmat 24hr contact details, and
  • Hazmat Cargo Information

The DPG/Hazmat Cargo Information can be submitted via the web base interface or by using the DPG/Hazmat Spreadsheet Template.

NOTE: Users are only permitted to use the DPG/Hazmat Spreadsheet Template to upload DPG/Hazmat Caro Information onto SSI.

PADXML Users Only - Submission of pre-arrival and departure notification via system-to-system option.

DPG/Hazmat Cargo Information should be entered by editing the pre-arrival or departure notification submitted via PADXML in the Web GUI and providing the DPG/Hazmat Cargo information by adding each item through the web interface or by using the DPG/Hazmat Spreadsheet Template DPG/Hazmat Spreadsheet Template

Identification of cargo transport units containing HAZMAT

Identification of Containers

The identification number of containers shall be the identification code as defined in ISO 6346(limited to goods under IMDG code). This international standard is maintained by the BIC (International Container Bureau) and covers the serial number, owner, country code, and size of any given shipping container.

When reporting containers on trailers or chassis, only the container number should be provided.

Identification of vehicles carrying HAZMAT goods.

For the Identification number of cargo transport units in case of road vehicles (except when they carry containers) their registration/plate numbers shall be used.

Refer to section 5.4 of the EMSA SSN Guidelines on Reporting HAZMAT for guidance.


Pre-Arrival Notifications

The operator, agent or master of a ship bound for a port in the State shall notify the pre-arrival information:

a) at least 24 hours in advance, or

b) at the latest, at the time the ship leaves the previous port, if the voyage time is less than 24 hours, or

c) if the port of call is not known or it is changed during the voyage as soon as this information is available.


Departure Notifications

The operator, agent or master of a ship, irrespective of its size, carrying dangerous or polluting goods and leaving a port in the State shall, at the latest at the time of departure.

Port Authorities, Operators, Agents and Owners requiring access to send the following information to ssisupport@transport.gov.ie:

On submission and approval of the above, the website address along with Username and Password will be issued to the user. The authorised user is not permitted to share their username and password with any other person. It is the responsibility of all organisations to advise the Department when a user no longer requires access SSI.
