What is the ETB Payroll Shared Service?
The Education and Training Board (ETB) Payroll Shared Service is part of the Education Shared Business Services (ESBS) and is based in the Liberty Centre, Blanchardstown.
The objective of the ETB Payroll Shared Service is to bring a transformational change to how payroll and Travel & Subsistence (T&S) services operate for the ETB sector through a standardised approach.
A common cloud based Payroll and HR solution (the Core HR/People XD system), has been rolled out across ESBS and ETBs.
The processing and delivery of payroll and T&S are carried out by ESBS using a common set of standards, payroll and T&S policies and procedures.
A detailed Activity Split of processes have been created which sets out the functions of the ESBS as well as the functions which ETBs have (these a known as Retained Functions).
The move to a common platform and standardisation of processes has improved data quality, governance and compliance across the ETB sector.
ETB Payroll – Overview
As of October 2024, all 16 ETBs have transitioned to the standard payroll shared service delivery where payments are processed by ESBS.
As of November 2024
- Nine of the 16 ETBs have transitioned to the standard Travel and Subsistence delivery and payments are processed by ESBS.
- ETB Payroll is paying over 35,000 payees across the 16 ETBs.
- 549,048 payments were processed by ETB Payroll in 2023.
ETB employees have access to an online Employee Self-service portal (Core Portal/PeopleXD Portal). They can use this portal to access their payslips and other pay and time and attendance related information via the Portal.
The new system is completely paperless and employees have access to information about pay at times that are suitable to them on either a mobile device or desktop.

Benefits Realisation Report of ETB Payroll
A Benefits Realisation Report for the ETB Payroll Project was prepared in 2023. The purpose of this document is to review how the project has performed against its benefits first defined in the 2014 Business Case and further developed in the Project Initiation Document in 2018.
