A new technical note ref SDG 01-TN07 Updated Green Public Procurement Instructions for Public Sector Bodies Circular 17.2025 has been published. Technical note deals with the requirement to include GPP criteria within designs for works and procurement processes for both Works and Works Related services. The Technical note also outlines the reporting obligations and necessary inputs required to comply with those obligations
Sept 2025
Some updates have taken place to technical note reference SDG 01-TN01 -Tender Process Price Technical in Works Contracts to reflect some of the feedback that has been received in relation to the incorporation of price technical within ongoing tender processes. The update relates various sections and provides clarity on technical merit criteria selection and implementation and some additional clarity to the scoring processes

This Design Guidance Technical Note has been prepared to provide guidance relating to the differing procurement approaches required in situations where the National or EU Procurement thresholds apply to Works and Works Related Services. This Design Guidance Technical Note is to be read in conjunction with all other School Design Guidance(SDG) and Technical Guidance Documents (TGD) published by the Department of Education and Youth.

A minor update has taken place to technical note reference SDG 01-TN04 - Drafting SAQ Documentation for Works (Open and Restricted). The update relates to SAQ criteria 3.3d -Financial Statements or Extracts from Financial statements and in particular to when the requirements outlined in the Technical note apply and when Department direction should be sought in relation to the inclusion of these requirments

A technical note reference SDG 01-TN05- Publication of Contract Award Notices (CAN) - June 2025 has been developed for Design Teams and Devolved Partners which provides information on the obligations to publish Contract Award notices on the eTenders platform for all Contract Awards that have a value in excess of €25,000 excluding Vat
Contracting authorities are required to publish contract award notices for all procurements over €25,000 (exclusive of VAT), including any contract awarded under a Framework Agreement, on the eTenders website on completion of the award whether the procurement was advertised on eTenders or not (for example, via email). In situations where the procurement competition was managed outside of eTenders, contracting authorities are required to manually create a record of the award on eTenders and complete all relevant fields for contracts over €25,000 (exclusive of VAT).
This includes any contracts
awarded under a Framework Agreement
any contract awarded through a competition on the eTenders website
and any contract award competition which was not advertised on the eTenders website (for example, via quotes request more than a value €25,000)

An updated technical note reference SDG 01_TN02 - Implementation and use of ARM 5 for Department of Education Projects published April 2025 has been developed for Design Teams and Devolved Partners which provides details and guidance on the implementation timeline associated with the requirement to use the Agreed Rules of Measurement, 5th edition (ARM 5) on Department of Education projects. The use of the Agreed Rules of Measurement, 5th edition (ARM 5) is now mandatory when preparing Bills of Quantities on projects which enter DOE Stage 1 from 1 January 2025

An updated practice note published March 2025 has been developed for Design Teams, Project Board Members and Devolved Partners outlining detail and providing guidance on the formation, operation, remit and authority of the Project Board as part dispute resolution process provided for within the provisions of Public Works Contract Forms PW-CF1 to PCWF-4
