Tender Documentation includes Department of Education [DoE] material, public works contracts, instructions to tenderers, forms of tender and schedules, model forms, template letters and contractor suitability questionnaires and guidance.
Use of DoES version of CWMF Documents
The DoES procurement procedures and model forms closely matches the CWMF documents, using the original CWMF document where possible. Where CWMF documents contain sector-specific or project-particular elements which must be completed by the Contracting Authority before use, the DoES has filled in the sector-specific elements and has provided guidance on how to complete the project-specific elements.
These documents retain their CWMF title and code but have a DoES/ prefix to show they are Department of Education versions (e.g. DoES/ITTW1 for the Invitation to Tender for Works, Restricted Procedure). Where a DoES version of a document is available this version must be used.

April 2025
Please note the Department of Education have updated the standard model from letters for The Letter of Acceptance, Letter of Intent and Letter to Apparently Unsuccessful tenderer for Works Tender competitions. These model forms should be used at all times for the communication of tender competition results for Works tender competitions. The Letter of Acceptance template should be used for all Contract awards. Those using these templates should without exception always use a download of the original templates for each individual tender competition. This is to ensure the correct information is retained , to ensure that only the amendments provided for in the template are made and to ensure the most up to date version of the letters are used at all times. These updated templates apply to all tender competitions where communication is intended to be issued from the 10th of April 2025.

Model Forms
Notwithstanding the provisions of Clauses 10.2, 10.3 and 10.4 of ITTW1 and ITTW2 the DoE Model Form letters below, to successful and unsuccessful contractors, cover most situations and should be used as part of the communication of tender results and appointments to Works Contractors. Where particular circumstances arise which are not covered by the Department of Education template letters, please Contact the Department of Education for further advice and direction. The templates provide for specific amendments to the content of the communication letters. No further amendments are permitted without prior Department of Education approval. These templates should be used for all communication intended from the 10th of April 2025
