David Dalton has responsibility at Principal Officer level for monitoring and reporting on housing market activity, developing strategic housing policy, and providing economic research and evaluation support to the Department’s housing business units. This unit deals with strategic policy matters including: long-term housing delivery targets; the Department’s Housing Need and Demand Assessment framework; and long-term strategic development of the housing system, incl. implementation of the Report of the Housing Commission and its reports on a Referendum on Housing, including the right to housing. The unit complements this work with a joint research programme with the ESRI and through relevant policy discussion papers and bespoke economic research to support the Department’s operational policy development, and ongoing engagement with experts across the range of housing sub-sectors. It also monitors housing market activity, including housing delivery, pricing and affordability, and household and non-household purchaser activity, and provides housing market related reporting, briefing and insights to the Department’s business units and other external stakeholders. The Unit is the central contact point for housing related matters for OECD, IMF, and European Commission mission visits, and Department focal point for the European Housing Policy Network.
