The Minister for Public Expenditure NDP Delivery and Reform is responsible for recruitment policy in the Civil Service, as set out in the Public Service Management (Recruitment and Appointments) Act 2004. The Minister for Public Expenditure NDP Delivery and Reform sets the rules and procedures under which the Top Level Appointments Committee (TLAC) operate.
The Top Level Appointments Committee (TLAC) was established in 1984. The Committee’s function is to recommend candidates to Ministers and Government for the most senior positions in the Civil Service – at Assistant Secretary level and upwards. By making its decisions strictly on the basis of the relative merit of the candidates for the positions concerned, TLAC aims to strengthen the management structure of the Civil Service, and to provide a means by which the best candidates can aspire to fulfilling their potential. TLAC reports to the Minister for Public Expenditure NDP Delivery and Reform in relation to its activity and any relevant matters in relation to the rules and procedures set by the Minister.
The Public Appointments Service in their role as the centralised provider of recruitment, assessment and selection services across the Civil & Public Service manages and supports the operation of TLAC competitions on TLACs behalf. Vacancies are publicly advertised on publicjobs.ie operated by the Public Appointments Service. TLAC operates under license granted to Public Appointments Service by the Commission for Public Service Appointments .
