Paul Hogan has responsibility at Assistant Secretary level for the Planning Division, and in particular for ensuring that the appropriate strategic policy and legislative planning framework is in place to promote and support sustainable economic growth and balanced regional, rural and urban development, while ensuring adherence to obligations regarding environmental protection. This is effected through implementation of Project Ireland 2040 and in particular the National Planning Framework (NPF), by maintaining a transparent and robust planning system and providing appropriate policy guidance and resources to planning authorities, An Bord Pleanála and the Office of the Planning Regulator, to deliver their statutory functions. This necessarily involves interactions on strategic housing and infrastructure policy, Regional Spatial and Economic Strategies (RSES), urban regeneration policy including the implementation of the Urban Regeneration and Development Fund and land management policy, including oversight of the Land Development Agency and Tailte Eireann.
