The Public Service Workforce Division has responsibility for a range of HR policies, including; blended working and other flexible working arrangements; management of underperformance, disciplinary policy; dismissal; grievance; bullying and harassment; management of probation; health and wellbeing and equality, diversity and inclusion; and the on-going professionalisation of HR including the HR Operating Model project (HROM).
The Division supports continuous professional development at all levels in the Civil Service through OneLearning and the Senior Public Service Team. It also has responsibility for policy in relation to performance management at SPS levels and Assistant Secretary mobility. In addition, the Division has responsibility for Civil Service talent management and graduate development policies and programmes.
The Division supports critical services to staff and management through the Civil Service Employee Assistance Service (CSEAS).
It also has oversight of the Organisational Capability Review Programme, which is key civil service renewal action under CSR 2030.
The Division provides advice on sectoral policy issues and oversight and management of expenditure in the Justice and Defence Sectors, with a particular emphasis on DPER’s role as a stakeholder in implementing the Report of the Commission on the Future of Policing in Ireland, and next steps on the Commission on the Defence Forces Report.
