A public consultation on proposed legislation for clean vehicle procurement has been launched, in accordance with the EU ‘Clean Vehicles Directive’.
This consultation will assist in the formation of new national legislation which will legally ensure that a proportion of our public vehicle procurement is low- or zero-emission.
Commenting on the launch of the consultation Minister for Climate Action, Communication Networks and Transport Eamon Ryan T.D. said:
“Green public procurement plays a key role in addressing Ireland’s transport emissions and the state’s leading role in tackling our climate change challenge. We all must work collectively to achieve our nations climate objectives and it is important that the state leads by example in this regard. This consultation process will provide an opportunity for stakeholders and the public to give feedback on the various proposed policies and transposition options.”
A Consultation Paper and a Regulatory Impact Assessment have been produced to consider the various legislative options for transposing the Directive, which comes into force on 1st August 2021.

The Environmental Protection Agency (EPA) 2030 Research Framework is a 10-year high-level framework for research programming, covering the 2021-2030 period. It is designed to be agile, responsive and flexible. It sets out the broad structure and ambition for the EPA research activity for the next ten years.
EPA research provides essential scientific support for environmental policy development, implementation and broader decision making.
This Public consultation is seeking comments on the a draft of the new EPA 2030 Research Framework.

Article 10 of the Aarhus Convention requires the Meeting of the Parties to continuously review the implementation of the Aarhus Convention through regular National Implementation Reports. We submitted our first National Implementation Report in December 2013 and our second in January 2017. We also submitted National Implementation Reports on the Pollutant Release and Transfer Register (PRTR) Protocol in 2014 and 2017.
The purpose of this consultation is for us to provide the United Nations Economic Commission for Europe (UNECE), the Aarhus Convention Secretariat, and the Aarhus Convention Compliance Committee with the widest possible range of views and opinions on issues related to the implementation of, and practical arrangements for the promotion of, the Aarhus Convention and PRTR Protocol in Ireland.
The outcome of this consultation will feed into the work being carried out by the Aarhus Convention and PRTR Meeting of the Parties, inform the effective implementation of the Aarhus Convention and PRTR Protocol, and influence wider policy development.
A synthesis report for each session of the Meeting of the Parties summarising the progress made and identifying significant trends, challenges and solutions will be prepared on the basis of the National Implementation Reports.
Draft versions of the next National Implementation Reports have been prepared and the Department of the Environment, Climate and Communications (DECC) is now inviting comments on them.

The Department of the Environment, Climate and Communications (DECC) is updating the National Air Pollution Control Programme (NAPCP). The NAPCP is a technical document which outlines the pathway Ireland will follow to achieve compliance with its commitments under the National Emission Ceilings Directive (NEC Directive) .
The National Emissions Ceilings Directive (NEC Directive) establishes emission ceilings for 2020 and 2030 for five specified pollutants: nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOCs), sulphur dioxide (SO2), ammonia (NH3) and fine particulate matter (PM2.5). It also mandates the development of a National Air Pollution Control Programme (NAPCP) for each Member State. The format of the NAPCP is set down by the European Commission in implementing decision (EU) 2018/1522, which was adopted on 11 October 2018.

Relevant stakeholders are invited to submit their views on the draft NAPCP and any additional analysis or evidence that could be considered. The results of this consultation process will be included in the final NAPCP. In particular, a summary of the outcomes of the consultation will be included, with respect to the selection of measures and the consideration of the most suitable instruments and actions to implement the selected measures.
