There are approximately 3,145 full-time Garda staff undertaking administrative and technical duties within An Garda Síochána. This number has increased from 2,430 civilian staff in 2018.
Higher levels of civilian staff brings the Garda workforce more in line with international norms. This increase in Garda staff is ensuring that trained Gardaí are not engaging in administrative and technical duties which could be done by suitably qualified Garda staff. It will also help to address critical capacity and skills gaps in the organisation in areas such as corporate supports, finance, HR and IR. Progress has being made in relation to the civilianisation of a number of roles in order to address skills gaps and facilitate redeployments.
The importance of Garda staff as a key part of An Garda Síochána was fully recognised by the Commission on the Future of Policing. The implementation of the Commission’s recommendations will transform how policing services are delivered in Ireland and will deliver a professional, modern and effective police service that is well-managed, efficient and cost effective. Most importantly, local front-line policing will be placed at the core of our police service, ensuring that Gardaí are more visible in communities. In delivering on this, civilianisation is one of the priority projects being progressed by An Garda Síochána in line with targets set out under ‘A Policing Service for the Future’.
