Public Participation Networks (PPNs) were set up on foot of the Report of the Working Group on Citizen Engagement with Local Government (2014). Their main purpose is to provide representation for the community sector in Local Authority policymaking structures, giving local volunteers a greater say in local government decisions which affect their own communities.
An independent review of the Public Participation Network structures was commissioned by the Department of Rural and Community Development in 2021, to fulfil the commitment made in the Programme for Government to “Carry out a comprehensive review of Public Participation Networks to ensure that they are fit for purpose for climate action and community development.”
A ‘root and branch’ review of Participation Network structures was conducted by an independent contractor, Mazars, to consider the structures currently in place, identify any challenges, and make recommendations to strengthen and enhance Participation Networks.
The review will provide the basis on which the Department will work with Public Participation Network stakeholders to develop a roadmap for implementing any necessary changes to Participation Network structures.
