On the [ ] in the early hours of the morning the Applicant was attacked by two men who hit him [ ] blows of a sword and a slash hook. The Applicant has [ ] previous convictions, the most serious being for [ ] for which he was sentenced to [ ] years' imprisonment. He has minor convictions for assault, Road Traffic Act offences and public order offences. The perpetrator of the crime was sentenced to [ ] years in prison. Article 21 of the Scheme provides that an application should be made as soon as possible but not later than three months after the event giving rise to the injury. The Applicant did not make his application within the three month time period allowed under the Scheme and no reason was given so as to justify exceptional treatment of the application so as to extend the time and to allow the application into the Scheme. In the circumstances the Tribunal makes no award.
