The Board of the Revenue Commissioners consists of the Chairman and two Commissioners. The Chairman is the Accounting Officer for Revenue and the Head of the Office under the Public Service Management Act (PSMA) 1997.
Each Head of Division reports directly to either the Chairman or one of the Commissioners. Each Head of Division is accountable to the Board for matters delegated to him/her.
The Board has overall responsibility for the leadership and management of the Revenue organisation. This role involves:-
- Defining and articulating strategies that enable Revenue to fulfil its mission and mandate in a manner that responds effectively to the environment in which we operate;
- Leading the office in the achievement of the highest standards of excellence;
- Developing and promoting organisational culture, attitudes and values throughout the organisation that align with the vision of Revenue articulated in the Statement of Strategy;
- Determining and reviewing corporate priority objectives;
- Managing key external relationships, e.g. Minister of Finance, Oireachtas;
- Ensuring effective accounting, internal controls and risk management;
- Accounting for all aspects of the management of the Office, the achievement of results by the Office and the implementation of Government policy as it relates to the Office; and
- Ensuring that Revenue complies with regulatory requirements, including, inter alia, Health and Safety legislation, Procurement provisions, the Prompt Payments Act and the provisions of Labour Laws.
Delegated and Reserved Functions of the Board
The Board delegates responsibility to Heads of Divisions and the Management Advisory Committee for high-level cross-organisational and policy issues.
The Board reserves direct executive responsibility for the following functions:-
- The appointment of senior management (Assistant Secretary and Principals ) to Divisions;
- The delegation of responsibilities to Heads of Division and the MAC;
- The review of performance in areas of responsibility delegated by the Board;
- The determination of organisational and governance structures;
- The approval of annual plans;
- The allocation of resource levels to Divisions (including staffing levels, administrative budget allocations and material resources);
- The determination of overall organisational strategy;
- The management of the Internal Audit function;
- The approval of major contracts, or contracts whose execution will effect significant change to Revenue policy or business practice; and
- The execution of disciplinary sanctions with respect to staff up to and including the rank of Assistant Principal in accordance with Section 10 of the Civil Service Regulation (Amendment) Act 2005.
Beyond these reserved functions, the Board also reserves the right to engage directly in any matter of particular urgency, importance or sensitivity, e.g. decisions which may establish significant precedent or carry significant risk for Revenue.
The Board reports annually to the Minister for Finance on Revenue’s Statement of Strategy in accordance with the Public Service Management Act 1997.
