In accordance with the provisions of Part 9 of S.I. No. 600/2001, Planning and Development Regulations 2001 (as amended) The Commissioners of Public Works in Ireland give notice of their intention to carry out the following development:
To construct a new Garda District Headquarters adjacent to the existing ETB building at Kickham Barracks, Clonmel, Co. Tipperary.
The proposed development will consist of:
a) The construction of a new 3,630 sq.m Garda District Headquarters building on a site of circa. 0.46 Hectares. The development consists of a two, three & four-storey building with a separate single-storey ancillary building to the rear. The accommodation of the main building includes offices, conference facilities, staff support facilities, custody areas, plant and associated ancillary spaces. Site development works include: a secure Garda-only accessed courtyard; internal site roadways, security gates, signage, extensive hard and soft landscaping, CCTV & lighting, vehicular and pedestrian entrances off Kickham Barracks entrance road. The provision of a new telecommunications mast on the roof of the 3-storey building. The provision of new railings, fencing and boundary wall treatments to a height of 3 metres to the rear carpark. A new separate foul drain will connect to the existing public drainage system and all surface water will be attenuated on site prior to discharge to the existing surface water system;
b) New landscaped car parking facilities to be provided at the rear of the site comprising 43 car parking spaces (including accessible and EV charging); bicycle parking and sheltered motorbike parking;
c) The demolition of 5 no. existing huts on site; the removal of a number of existing trees; upgrading and replacement of existing non-historic boundary walls;
d) Provision of access from the proposed public plaza to the front of the building, incorporating hard and soft landscaping and ramped public access to the building.
The site is a Protected Structure under the Clonmel & Environs Development Plan 2013-2019. RPS Reference 68 (Military Barracks Complex) and RPS Reference 69 (Main entrance gateway).
An Appropriate Assessment Screening was undertaken for the proposed development. It concluded that there will be no likely significant effects on any Natura 2000 sites, either alone or in combination with, any other plans or projects.
An Environmental Impact Assessment Screening was undertaken for the proposed development. It determined that the proposed development will not give rise to significant environmental change by virtue of its characteristics, location, operational activities, or the nature of the impacts, and as such an EIAR is not necessary. Any person may, within 4 weeks from the date of the notice, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
Drawings and particulars of the proposed development are available for inspection between 9.30am and 12.30pm and between 2.30pm and 5.00pm, Monday to Friday (excluding Public Holidays) for a period of 6 weeks beginning on the date of publication of this notice at:
