Freedom of Information (FOI) Training Services



Goods and services that this framework agreement offers

The arrangement established in August 2023, for an initial term of two years and provides experienced FOI trainers from AllOne Corporate Solutions Limited and Independent Colleges T/A Public Affairs Ireland, from which FOI bodies can procure quality-assured training in a consistent and cost-effective manner.

The Framework Contract is divided into two [2] Lots.

Lot 1 - divided into two [2] separate Training Courses as follows:

a.Public Access to Information - Support and Administration

b.Decision Maker Training.

Delivered by AllOne Corporate Solutions Limited.

Lot 2- provides expert level training delivered by Independent Colleges T/A Public Affairs Ireland .

Courses can be delivered in person nationwide and virtually. Clients can use their own location or one provided by the supplier.

Service providers will provide access to booking systems,scheduling systems and manage enquiries.

Who can use this framework agreement

All eligible public sector clients. A comprehensive list of who can use this framework is available in the User Guide.


How to use this framework agreement

You can access these goods via direct drawdown.Drawdowns from this framework agreement will be conducted through direct drawdown.

Where Direct Drawdown is available you must copy the Notification to Activate Goods/Services Form (NAGF or NASF) onto your own headed paper and complete accordingly.

Once you have completed this, it must be sent to the Contractor.

The Contractor will counter sign and return it to you. The Contractor will then contact you to determine requirements.

The FOI Central Policy Unit in Department Public Expenditure, National Development Plan Delivery

and Reform has developed training resources that are located on https://foi.gov.ie/#

These include:

-Decision-maker manuals which set out key instructions for participants on addressing the

processing of requests, the handling of fees, the preparation of decisions, the use of

exemptions, timelines, how to handle appeals and submissions to the Office of the

Information Commissioner (OIC) etc.;

-Guidance notes on sections of the Act and issues arising;

- Standard letters that can be used at the various stages of processing requests;

- Details of bodies covered under the Acts, the legislation, details of FOI networks etc.
