Strategic Public Procurement Roadmap

In September 2024, the Office of Government Procurement (OGP), in partnership with the European Commission ran a national workshop ‘strategic dialogue’ on the use of strategic public procurement, an umbrella term which includes socially responsible public procurement, green public procurement and innovation. The output of this workshop was the development of a Roadmap towards a national public procurement strategy. This Roadmap is a collaborative output between the European Commission; the OGP as a division of the Department of Public Expenditure NDP Delivery and Reform; and a representative selection of Irish stakeholders: including public procurement practitioners, commercial semi-states, central purchasing bodies, business representative bodies, academics, experts and policy makers from across central government, agencies, and local government. It is part of a broader two-year project (2023/2024), led by the European Commission’s Directorate General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW), to foster a dialogue on the use of strategic public procurement within and across the 27 Member States. This Roadmap is a critical step in Ireland’s own dialogue on the use of strategic procurement and is part of the broader development of Ireland’s first national public procurement strategy. The Roadmap and discussions will feed into the public consultation which the Department of Public Expenditure NDP Delivery and Reform will launch in early 2025.
