• The National Traveller and Roma Inclusion Strategy II was developed in collaboration with Government Departments and Traveller and Roma representatives
• The first 2-year Action Plan agreed across Government
The Minister for Children, Equality, Disability, Integration and Youth, Roderic O’Gorman, has today announced the publication of the National Traveller and Roma Inclusion Strategy II (NTRIS II) 2024-2028. The first 2-year Action Plan, which has been agreed across Government has also been published today.
NTRIS II sets out the vision for “A safe, fair and inclusive Ireland where Travellers and Roma are supported to lead inclusive, healthy and fulfilling lives.”
Speaking at the launch of the Strategy, Minister O’Gorman said:
“I am delighted to launch the successor National Traveller and Roma Inclusion Strategy 2024 – 2028 and the first 2-year Action Plan today, the end product of many months of work on the part of the Traveller and Roma representatives, Government Departments and State Agencies.
NTRIS II will address the disadvantage, discrimination and inequalities faced by Travellers and Roma across a wide range of indicators, including in terms of health, education, employment and accommodation.
NTRIS II will provide greater employment opportunities for Travellers and Roma through a strengthened Traveller employment support programme, a new Public Service Traveller and Roma Internship Programme, and enterprise supports. The delivery of a National Traveller Mental Health Implementation Plan, strengthened supports for suicide prevention and the development of the first Roma Health Action Plan will all assist in achieving better health and well-being outcomes for Travellers and Roma.
The actions in this plan are ambitious. A society that is determined to be inclusive must be ambitious in tackling the issues facing Travellers and Roma. The National Traveller and Roma Inclusion Strategy aspires to make Ireland a better society for all, in which the lives of Travellers and Roma are significantly improved.”
The actions in the plan seek to create a more inclusive Ireland, in which Travellers and Roma can fully participate and have the opportunity to reach their potential. Implementation of the Action Plan will be led by Government Departments and State Agencies, and work is already underway.

The National Traveller and Roma Inclusion Strategy II (NTRIS II) 2024 – 2028 represents a whole of Government approach to improving the lives of Travellers and Roma in Ireland and ensure the full inclusion of Traveller and Roma communities in Irish society. The Strategy encompasses actions on key issues such as Accommodation, Education, Employment, Culture, Heritage and Identity, Combating Discrimination, and Health and Well-being, amongst others. It brings Government Departments and Agencies together along with representatives of both Traveller and Roma communities to address the issues which affect them most, in a structured way.
The draft Strategy proposes a clear vision for Travellers and Roma:
‘A safe, fair and inclusive Ireland where Travellers and Roma are supported to lead inclusive, healthy and fulfilling lives.’
The NTRIS II addresses the following themes:
1) Combating Racism and Discrimination.
2) Children and Young People.
3) Gender Equality.
4) Health and Wellbeing.
5) Education.
6) Employment and Enterprise.
7) Accommodation.
8) Culture, Heritage and Identity.
9) Participation, Empowerment, Cooperation and Accountability
The high-level objectives in the Strategy will be delivered through two 2-year action plans, which outline KPIs, responsibilities and timelines for implementation of actions.
