The government white paper, 'Regulating Better', published in January 2004, set out the basis for work on the 'better regulation' agenda. It listed six core principles on how to design, implement and review legislation and regulation.
The principles listed were; necessity, effectiveness, proportionality, transparency, accountability and consistency. The principles had the aim of ensuring that Ireland's regulatory framework should be flexible and responsive to the needs of business and citizens alike.
The 'better regulation' website was disbanded in 2011.
