Taoiseach Marks Progress in Housing Delivery at Visit to Clonburris, West Dublin

• Parkleigh site underway, approval for over 1,300 new homes, over 50% social & affordable

• Taoiseach notes good progress for Quarter 2, important milestone reached on National Planning Framework and commitment to scale up annual housing delivery to 50,000

The Taoiseach today visited Clonburris in West Dublin to view ongoing development of Dublin’s newest neighbourhood, which is set to become home to 23,000 people. The area has huge scale and potential, close to green spaces and connected to the city centre in under 15 minutes by train.

The publication this week of the first revision to the National Planning Framework, setting out how we must plan for the country’s future growth, underscores the need for carefully planned communities such as this one, as we scale up our housing delivery to 50,000 homes per year. Working with partners, both public and private, to provide homes for our citizens in communities which support a good quality of life, close to travel links and vital amenities, is at the core of Government’s housing plans.

The work under way at Clonburris exemplifies this type of development. Government has demonstrated its commitment to supporting the area through a €186 million investment in infrastructure. South Dublin County Council, Respond Approved Housing Body and Cairn Homes are working together to achieve results.

Supported by a €2.5m government investment, the first affordable purchase homes were advertised by South Dublin County Council late last year. Respond are in the process of allocating tenants to 48 new Cost Rental homes, with a further 122 to be delivered by year end. Respond will deliver the first social homes on site in the coming weeks. We are only at the start of a very exciting programme which will see thousands of people making their lives in this community.

Progress across Quarter 2 under Housing for All has been very strong, with almost 52,000 homes started in the year to end of May. Every week more and more of our citizens are making their dream of home ownership a reality, supported by measures such as the First Home Scheme, the Help to Buy Scheme and the Vacant Property Refurbishment Grant. 30,450 first time-buyer mortgages were approved in the twelve-month period to end-May 2024.

We are working to improve productivity and innovation in our construction sector and welcome the use of Modern Methods of Construction (MMC) at this development in Clonburris.

Delivery and accountability are at the core of our housing plan, and next week the quarterly update of Housing for All will be submitted to Government for approval to publish. The update sets out our progress over the quarter across a broad range of measures to deliver the long-term reform required to address our housing challenge.

We are now setting the plan for the next phase, scaling up our ambition and looking to deliver more communities like the one underway in Clonburris, which is the perfect example of how we can successfully accommodate growth in a new sustainable community and support the future success of Dublin as Ireland’s leading global city of scale.

The designation of further communities on the scale of Clonburris and Adamstown will be critical to achieving our increasing level of ambition as we work towards delivering an average 50,000 new homes per year.

"The critical enabling infrastructure, including new roads and bridges, under construction here will allow for the development of up to 11,000 much needed new homes. I look forward to working with Government colleagues to continue the momentum we have built in the first three years of Housing for All and scaling up our ambition to 50,000 homes per year”
