How do I make a submission for this Expression of Interest?
Stage 1 submissions must be made by using the STAGE 1 preliminary screening/exclusionary questions on the Online Portal. All submissions must be made through this Portal Here.
What is meant by Turnkey properties?
Properties that are deemed appropriate for immediate use as International Protection applicants’ accommodation.
Existing properties/buildings in turnkey condition must at least comply with the essential criteria for IP accommodation as per the Government’s National Standards for Accommodation offered to people in the protection process.

Will DCEDIY enter into any works contract, if it is required, to bring any offer up to the required standards?
Any potential agreement with an applicant and the DCEDIY will be for a property acquisition or lease and no works contract will be entered into.
Will DCEDIY assist in any costs of works/renovation/refurbishment to bring any offer up to the required standard?
DCEDIY will not enter into any works contract nor will any upfront payments be made to contractor/property owners to assist in any works/renovations/refurbishment necessary.
Potential payment is of the agreed fixed price lump sum or price agreed under a lease arrangement, further to completion of contracts, and within an agreed timeframe.
The price of a completed development shall be the only payment for that unit and shall be deemed to include all costs in relation to the completion and delivery to DCEDIY of that completed development.
What accommodation types will not be accepted for International Protection accommodation?
The following accommodation is not suitable for consideration for accommodation for International Protection (IP) accommodation:
1. Housing set aside for social housing
2. Accommodation planned for use by other arms of Government
3. Student accommodation
4. Currently operating nursing homes
What is the timeline for completion of the evaluation process and progression to Stage 2?
The Department will review each submission to ensure it meets the essential criteria as set out in the Expression of Interest. Once all criteria are met, an official from the Department will contact you to share the next steps to progress your offer/EOI further though STAGE 2 assessment. While we will make every effort to review your offer/EOI as quickly as possible, it may take some time to respond.
Initial Submission deadline date is 12 noon on 29/05/2024 with the progression of successful submissions to Stage 2 thereafter. DCEDIY will continue to accept submission after this date but will prioritise all submissions received by or before the initial submission date. N.B. all submissions will be evaluated by DCEDIY.

I am making a submission but consider elements of the submission as confidential and commercially sensitive, how to ensure this is adhered to?
The DCEDIY is subject to the Freedom of Information Act 2014 (the “FOI Act”).
Where applicants consider any information they provide to be “commercially sensitive” or “confidential”, they shall mark the information as such. If requested by the DCEDIY, applicants must provide the DCEDIY with the reasons why they consider such information to be commercially sensitive or confidential. Failure to do so may result in such information being released in response to a request pursuant to the FOI Act. The DCEDIY will use reasonable endeavours to consult with applicants about sensitive information before making decisions on any request received under the FOI Act. In the event that DCEDIY decides to release particular information relating to a submission, the applicant will have the option to appeal this decision to the Information Commissioner (as referred to in the FOI Act).
If there is a conflict between any agreement between or requirement of the parties and the statutory requirements of the FOI Act, the FOI Act will prevail.
I am worried about a Conflict of Interest, what do I need to do?
Any actual or potential conflicts of interest arising, whether professional or commercial must be fully disclosed in writing to the DCEDIY as part of the process and on an on-going basis throughout the process, as soon as any actual or potential conflict becomes apparent.
In the event of an actual or potential conflict of interest arising, DCEDIY will, in its absolute discretion, decide on the appropriate course of action, which may involve the exclusion of the relevant applicant/s from the process. If it is determined that no such conflict of interest arises or that the conflict of interest is immaterial, then DCEDIY may decide to take no action.
