Bookmakers: Certificate of Personal Fitness for Remote (Online) Operators

Remote (online) bookmakers must apply for a Certificate of Personal Fitness in order to operate. Revenue may only issue a Bookmaker’s Licence where the applicant holds a Certificate of Personal Fitness.
The application must be submitted to the Minister for Justice following the placement of an advertisement in two daily, national newspapers.
The advertisement and the application form must be in the format specified in the forms below. The full requirements of applicants are set out in the Betting (Amendment) Act 2015.
Terrestrial bookmakers ordinarily resident in the State can apply for a Certificate of Personal Fitness for a Terrestrial Irish Bookmaker.
Terrestrial operators not resident in the State can apply for a Certificate of Personal Fitness for a Terrestrial Out of State Operator.
The Certificate of Personal Fitness confirms that an individual or the relevant officer of a partnership or corporate body is a fit and proper person to hold a Bookmaker’s Licence.
Each relevant officer must obtain a certificate.
The application form must be accompanied by the following:
- written confirmation from the Police Authorities in the applicant’s country of residence as to whether they have been convicted of any relevant offences in that jurisdiction (read section 6 of the Act )
- originals of the newspaper notices declaring the applicant’s intention to apply for a certificate of personal fitness dated at least 14 days prior to the application being made
- in the case of corporate bodies, an Auditor’s Certificate for the last 3 years for which they are legally obliged to submit accounts as well as detailed accounts for the same period
- in the case of sole traders, a statement of audited accounts for the last 3 years
- a certified copy of any current licences in the applicable category issued in the State or another EU state
