The objective of the Global Ireland Media Challenge Fund is to support the provision of information about major geo-political developments and the changing nature of Ireland’s role in the world, to the public in Ireland, by helping build the capacity of Irish media outlets to undertake international reporting, while maintaining editorial independence.
The Department of Foreign Affairs is seeking expressions of interest for an Expert Advisory Panel (‘the Panel’) to the Global Ireland Media Challenge Fund (’the Fund’).
The purpose of this Panel is to provide independent expertise to the Fund secretariat and support the assessment of applications under the Fund.
The Expert Advisory Panel will support the achievement of the Fund’s objectives as outlined in the Fund Terms of Reference, and will contribute to good governance through the structured assessment and evaluation of all applications to the Fund received during the biannual application windows.
This assessment may include any or all of the following
• Preparation of a written assessment of each application, in line with the Terms of Reference of the Fund;
• Meetings of the Expert Advisory Panel to determine suitability of applications and to advise the Fund Secretariat of their findings.
Appointees to the Panel will advise the Department in an external capacity, and will not be deemed to be employed by the Department of Foreign Affairs. The role is not salaried and does not have pension entitlements. An honorarium will be paid to the members of the panel at a per diem rate sanctioned by the Department of Public Expenditure, NDP Delivery and Reform.
Editorial independence, safeguarding of commercial information, and overall impartiality are core principles of the Fund, reflected in all aspects of the process including in the assessment of funding applications.
Panel members will be obliged to maintain strict confidentiality regarding applications and are prohibited from disclosing or using this information for any purpose other than assessing applications.
Individuals with a potential conflict of interest should declare this in the application cover letter.
Expressions of interest are invited from suitably qualified persons with relevant expertise.
• At least 10 years of previous professional experience in the sphere of media, which can include journalism, academia or other relevant experience;
• Evidenced knowledge and understanding of the Irish media landscape;
• Evidenced understanding of major geo-political developments and the changing nature of Ireland’s role in the world;
• A proven track record in relevant field of expertise.
The Department endeavours to establish a panel that reflects a broad range of relevant skills and expertise and is committed to a policy of equal opportunity. 1. Cover letter (2 pages max) outlining suitability and relevant experience for the role in line with the eligibility criteria listed above, as well as any potential conflict of interest;
2. Detailed CV.
