The purpose of the scheme is to support farmers with affected land in the Shannon Callows that has prevented some farmers from conserving sufficient fodder (silage and/or hay) for the 2023/2024 winter due to exceptional flooding of the Shannon Callows. An Expression of Interest letter to apply for the scheme will issue to the impacted farmers (herd numbers) that the Area Monitoring System (AMS) has identified as having been impacted by exceptional flooding and who claimed the LPIS parcels concerned in 2023.
To be eligible for SCFS 2023, you must:
• Have received an Expression of Interest form from SCFS.
• Sign and submit the Expression of Interest form which confirms that you have lost fodder as a result of the exceptional flooding in summer 2023 by midnight on the 27 November 2023.
• Have submitted a valid 2023 BISS application online on or before 23.59hrs on the 23 June 2023.
• Applicants must meet the status of Active Farmer.
• Only grassland parcels suitable and available for harvesting hay and or silage before 29th September 2023, declared on your BISS 2023 and have been identified as having been affected by flooding by the Department’s Area Monitoring System (AMS), will be eligible.
• There must be a minimum of 1 hectare of land in a flood affected parcel, or cumulatively across multiple flood affected parcels, to be eligible for a payment under this scheme.

The payment rate will be up to €325 per hectare on eligible parcels identified by Area Monitoring System as having been affected by exceptional flooding. The maximum area eligible for payment is 15 hectares.
Payments are expected to commence in December 2023.
